- The Center was formally established by the Protocol between The US Department of Energy and Chinese Ministry of Science and Technology in November, 2009.
- The Technology Management Plan signed by US & Chinese CERC-CVC Directors is an interpretation of the CERC Protocol with plans for sharing jointly developed intellectual property.
- In equal amounts, U.S. funds will be used exclusively to support work conducted by U.S. institutions and individuals, and Chinese funds will support work conducted by Chinese institutions and researchers.
- Participants from each territory will share non-exclusive IP rights from joint projects and keep rights in its own territory specific projects.
